You Tube’s Dilemma

A Commentary On Rules and Censorship by Mitch Santell

YouTube Channels Frustrated With New Rules.

The rules are tightening at YouTube and it is only matter of time until more and more content creators abandon the platform.

On Tuesday afternoon, YouTube formally announced its plan to have creators label any videos of theirs that may appeal to children. Starting in January 2020, if creators mark a video as directed at kids, data collection will be blocked for all viewers, resulting in lower ad revenue, and those videos will lose some of the platform’s most popular features, including comments and end screens. It’s a major change in how YouTube works, and has left some creators clueless as to whether they’re subject to the new rules.

Reached by The Verge, Google confirmed that this new system was the result of a landmark $170 million settlement YouTube reached with the Federal Trade Commission in September for allegedly violating children’s privacy. It’s the largest fine ever collected under the Children’s Online Privacy Protection Act (COPPA), which forbids collecting data from children under the age of 13 without explicit consent from their parents. In this case, the ruling means YouTube can’t employ its powerful ad-targeting system on anyone who might be under the age of 13 — a dire problem for a platform with so many young users.

San Francisco (AFP) – YouTube broadened its anti-harassment policies on Wednesday to include a ban on “implied” threats along with insults based on race, gender identity or sexual orientation.

“We will no longer allow content that maliciously insults someone based on protected attributes such as their race, gender expression, or sexual orientation,” global head of trust and safety Matt Halprin said in an online post.

“This applies to everyone, from private individuals, to YouTube creators, to public officials.”

YouTube already bans explicit threats, but now “veiled or implied” threats will be barred as well, according to Halprin.

“This includes content simulating violence toward an individual or language suggesting physical violence may occur,” Halprin said.

“No individual should be subject to harassment that suggests violence.”

The changes stem in part from YouTube’s pledge earlier this year to crack down on harassment by video creators.

The platform was berated for leaving up videos from Steven Crowder, a right-wing commentator who regularly insulted gay Vox producer Carlos Maza based on his sexual orientation and Cuban heritage.

Maza’s video montage of insults from Crowder over a period of years — including “lispy sprite” and “angry little queer” — went viral, prompting a YouTube investigation that concluded they didn’t violate its hate speech policies.

– Problematic patterns –

In the case of Crowder’s channel, a review found that individually, the flagged videos did not violate YouTube guidelines, spokesman Chris Dale explained in an online post in June.

“However, in the subsequent days, we saw the widespread harm to the YouTube community resulting from the ongoing pattern of egregious behavior, took a deeper look, and made the decision to suspend monetization,” Dale said.

China Vs. USA Trade War

China-Briefing-USA-China-trade-war
USA vs. China

Earlier today, Trump’s chief economic advisor Larry Kudlow poured cold water on expectations for an imminent resolution of the US-China trade war when he said that negotiations in the run up to this week’s G-20 talks “haven’t yielded any progress”, and unless something changes, the “administration will move ahead with the next phase of tariffs.”

“Things have been moving very slowly between the two countries,” Kudlow said, adding that it was up to Xi to come up with new ideas to break the deadlock. And, echoing a report from the US Trade Representative published earlier this month, Kudlow said there hasn’t been much of a change in China’s approach. “We can’t find much change in their approach,” Kudlow told reporters. “President Xi may have a lot more to say in the bilateral [with Mr Trump], I hope he does by the way, I think we all hope he does…but at the moment, we don‘t see it.”

Just a few hours later, a report by Reuters confirmed that Kudlow won’t be “seeing it” for a long time, because according to China’s ambassador to the US, Cui Tiankai, China is going to this week’s G-20 summit hoping for a deal to ease a damaging trade war with the United States, even as he warned of “dire consequences” if U.S. hardliners – read the trade hawks led by Peter Navarro – try to separate the world’s two largest economies.
